It surely made me chuckle, but I don't know if it was more effective than using hand signals.

Unusual but they look like they are enjoying themselves.
Yup that is hilarious but SF is well known for the unusual, i guess that is why its a fun place to be.
Well for some it may look like funny to see traffic enforcers using balloons but here in our place our traffice enforcers dance while doing their jobs. Maybe we have different cultures but it seems traffic enforcers want the motorists as well as the pedestrians enjoy their day. hehehehe...Nice site! Enjoyable...
So friendly as cops. The traffic cops here are not so friendly.
